- 2clovesgarlic
- 1fresh hot chile
- ½tsplemon zest,finely grated
- ¼tspcayenne pepper
- 2tbspextra virgin olive oil
- ½tspsalt

In a small bowl, combine the scallions with the garlic, chile, lemon zest, and cayenne, mashing slightly with the back of a spoon.
