Preheat the oven to 450°F (232°C).
Rub the prime rib roast with olive oil, then season with salt, black pepper, garlic powder, thyme, and rosemary.
Place the roast on a rack in a roasting pan, fat side up.
Roast in the preheated oven for 15 minutes.
Reduce the oven temperature to 325°F (163°C) and continue cooking for about 2 hours, or until the internal temperature reaches your desired doneness (135°F for medium-rare).
Remove the roast from the oven and let it rest for 15-20 minutes before slicing.
Slice the prime rib and serve.
