- 1 cup all-purpose flour
- 1/2 cup granulated sugar
- 1/4 cup unsweetened cocoa powder
- 1/2 tsp baking powder
- 1/4 tsp baking soda
- 1/4 tsp salt
- 1/2 cup milk
- 1/4 cup vegetable oil
- 1/2 tsp vanilla extract
- 1/4 cup hot water
- 1/4 cup semisweet chocolate chips
- 1/4 cup white chocolate chips
- Powdered sugar for dusting (optional)
Instructions

Preheat your oven to 350°F (175°C) and grease a 9-inch round cake pan.

In a large mixing bowl, combine flour, sugar, cocoa powder, baking powder, baking soda, and salt. Mix well.

Add milk, vegetable oil, and vanilla extract to the dry ingredients. Stir until well combined.

Pour in hot water and mix until the batter is smooth.

Fold in the semisweet and white chocolate chips.
